The Government of Dubai (Arabic: حكومة دبي) is the authority that leads the Emirate of Dubai, one of the seven emirates that together form the United Arab Emirates. Dubai is famous for its tall buildings, busy ports, and exciting growth, and its government helps manage all these activities.

The main leader of Dubai is called the Ruler of Dubai, Sheikh Mohammed bin Rashid Al Maktoum. He is the top decision-maker and works with a group of important people to guide the city. This group is known as the Dubai Executive Council and is led by the crown prince of Dubai.

The government looks after many important jobs, like planning the city and taking care of public spaces. Two big parts of this work are done by the Dubai Municipality and many other governing entities. Together, they help Dubai stay organized and growing.

History

Since 1830, Dubai has had its own government led by the Ruler of Dubai. The ruler would give tasks to helpers to manage the emirate. Before the United Arab Emirates was formed, Dubai made its own rules about taxes and trade. This helped Dubai grow its fishing and pearling.

After the United Arab Emirates was created in 1971, Dubai kept control over many local matters such as education, transportation, and security with its own police force. On February 24, 2003, a law was issued by the ruler of Dubai to create the Dubai Executive Council. This council helps the ruler with his duties and makes some decisions for Dubai. The ruler chooses the head of the council and the deputies, and other important leaders in Dubai government departments also join the council.

Organization

The Ruler of Dubai leads the Emirate of Dubai and can create departments and laws. Since 2003, the ruler has let the Dubai Executive Council help with government work. This group looks after departments, makes budgets, and tells the ruler about important matters.

Government departments in Dubai start with special orders, like the Dubai Police Force in 1956. By 2022, Dubai had 58 departments that the Executive Council watched over. The Dubai Official Gazette is where the government shares its laws and rules.

Dubai Executive Council

The Dubai Executive Council helps run the government of Dubai. It started in 2003 and follows the rules of the ruler of Dubai. The council turns the ruler’s ideas into laws and helps different parts of the government work together.

A law from 2003 says the ruler picks the chairman and members of the council. The chairman is chosen by the ruler, and the ruler also picks other members with the chairman’s advice. Some important leaders, like the head of Dubai Municipality and the Dubai Police Force, must be on the council.

As of July 2022, the council had 22 members. Since 2006, the chairman has been the Crown Prince of Dubai, Sheikh Hamdan bin Mohammed Al Maktoum.

First Lady of Dubai

The First Lady of Dubai is the main wife of the Ruler of Dubai. She helps the Ruler with important tasks and supports many charities. As of 2025, the first lady is Sheikha Hind bint Maktoum Al Maktoum. She works with charities and attends important events with the Ruler, the Emir of Dubai. She also organizes community programs and supports social causes.
