Individual Neutral Athletes at the 2024 Summer Olympics

Individual Neutral Athletes, known in French as Athlètes individuels neutres (AIN), were 32 athletes from Russia and Belarus who competed at the 2024 Summer Olympics. They were allowed to compete because the International Olympic Committee had banned their countries from using their team names and symbols because of the Russian invasion of Ukraine in 2022.

These athletes could not use the Olympic flag or Olympic anthem. Instead, they had a special teal flag with an AIN emblem and a unique instrumental anthem made just for these Olympics. Before they could compete, each athlete had to pass background checks and get approval from their sport’s governing body and a special group set up by the IOC.

Because they were individual athletes, they were not allowed to join any team events. They also could not march in the Parade of Nations during the opening ceremony or be listed in the official medal rankings. Even though the flag said “Individual Neutral Athlete,” the IOC called them “Individual Neutral Athletes” when talking about the group.

Background

After the Russian invasion of Ukraine in February 2022, the International Olympic Committee (IOC) decided that Russia and Belarus could not take part in Olympic events in their usual way. Because of this, Russian and Belarusian athletes could not compete under their country’s name or flag at the 2022 Winter Paralympics.

In January 2023, the IOC suggested that some Russian and Belarusian athletes might be allowed to compete as neutral athletes. This means they would not represent their countries officially. By March 2023, the IOC introduced the idea of "Individual Neutral Athletes" (AIN). This meant that only individual athletes could compete, not teams. These athletes would not use their country’s flag or anthem.

In March 2024, the IOC updated the look of the AIN flag and created a special anthem for these athletes. They would not march together as a country during the opening ceremony but could still take part in the events.

Because of stricter rules linked to the Russian invasion of Ukraine, athletes from Russia won just one silver medal. This was a big drop from the many medals they won as the Russian Olympic Committee in the 2020 Summer Olympics. Athletes from Belarus also won fewer medals than before.

One athlete, Ivan Litvinovich, who competed for Belarus in the 2020 Tokyo Olympics, kept his Olympic title. He won gold again in the men's trampoline event, and it was the only gold medal for his group.

The Individual Neutral Athletes team had 32 competitors from two nations. These competitors were from Belarus with 17 athletes, and from Russia with 15 athletes.

Some athletes from Russia and Belarus, including Maksim Khramtsov, Vladislav Larin, Tatiana Minina, and Polina Khan, had qualified to compete in taekwondo at the 2024 Summer Olympics. However, they were not allowed to compete as neutral athletes, so they did not go to the Games.

They were Petr Asayonak in the men's -89 kg group, Yauheni Tsikhantsou in the men's 102 kg group, Eduard Ziaziulin in the men's +102 kg group, and Siuzanna Valodzka in the women's 71 kg group. They earned their spots by being high up in their weight classes on the IWF Olympic Qualification Rankings.
