Briscoe Cain

Briscoe Rowell Cain III was born on December 9, 1984. He is an American attorney and a member of the Republican Party. Since 2017, he has served in the Texas House of Representatives for District 128.

In May 2026, Cain is running to become a representative for Texas's 9th congressional district in the Republican primary runoff. His work focuses on laws and policies that affect the people of Texas.

Early life and education

Briscoe grew up in Deer Park, Texas, a suburb of Houston in Harris County. He was part of the varsity cheerleading squad at Deer Park High School. He later earned a bachelor's degree from the University of Houston-Downtown and a J.D. from South Texas College of Law.

Political career

Briscoe Cain is a lawyer and a member of the Texas House of Representatives. He has been representing District 128 since 2017. In 2015, he helped protect the right of police officers in Beaumont to meet for religious study during lunch breaks. In 2016, he obtained documents showing that some Texas medical schools were using funds from taxes to obtain materials from fetuses. He was elected to the Texas House after a very close race and has been re-elected several times without any opponents.

Cain has been recognised as one of the most conservative members of the Texas House. He has served on many committees, including Agriculture and Livestock, Elections, and Business and Industry.

In 2026, Cain decided not to run for re-election to the Texas House. Instead, he is running for Texas' 9th Congressional district. After a primary with many candidates, he will face Alex Mealer in a runoff election on May 26, 2026.

Political positions

Briscoe Cain has strong views on many important issues. He is very much against abortions and helped write a law in Texas that stops most abortions after six weeks of pregnancy, called the Texas Heartbeat Act. He has also taken action against groups that help pay for abortions in Texas.

During the COVID-19 pandemic, Cain went against the rules set by the governor by getting a haircut when businesses were closed. He also helped a salon owner who was jailed for opening her business despite the rules.

Cain supports strong laws to control who comes into the United States, especially at the border between the United States and Mexico. He believes this helps create more jobs and keeps communities safe.

Cain is a Christian and says his faith guides his life. He has said he believes in mixing religion and politics and wants to protect religious freedom and support traditional Christian values.

Cain also supported efforts to change the results of the 2020 U.S. presidential election after President Trump lost. He was put in charge of a committee that looked at voting rules in Texas. He helped write new voting laws that some people said made it harder for people to vote. Cain said these laws were needed to keep elections fair. After these laws were put in place, many mail-in ballots were not accepted because they did not follow the new rules correctly.

Activities

In October 2017, people at Texas Southern University stopped Briscoe Cain from speaking at an event. He had been invited to talk about state laws. Some protesters said they did not agree with his views, and the event was stopped.

In June 2018, Cain and three others went to a meeting of people who support the Democratic Party in Texas. They gave out signs that said homes should be free of guns. Some people recognized Cain and asked him to leave.

In September 2019, after a political discussion about gun rules, Cain made a comment online that some people thought was a threat. The social media site removed his comment and paused his account for a few months.

Personal life

Briscoe Cain is married and has five sons, each named after a county in Texas. He follows a type of Christianity called nondenominational.

In April 2019, during a special event for Autism Awareness Month, he shared that he has been diagnosed with Asperger syndrome, which makes it hard for him to maintain eye contact. He also serves as a captain in the Texas State Guard.
